ZL addons do not seem to be available for the Charger. I decided to give the SLiPLO,s a try. Easy to install now to see how they hold up. Probably could have taken more time laying them out but was tired from doing a bunch of other stuff on the car, you cant see them anyway.

I agree with you for the most part. The reality, that sucks, is the California market for auto manufactures is huge. Making different version of cars for different markets is expensive. So they don't want that. So everyone else gets to suffer for the precedent that California sets.
